It was made possible in the Final Mix -version of the game, if I remember it right.

because in kingdom hearts 2 final mix+ nomura decided to make him playable through the japanese game series only. NA couldn't get that special features.

Because this fight was only exclusive for players in japan, asia, Nomura only put the fight in KH2 Final Mix because of the extra cut-scenes and new battle fields and enemies.

That's something I've always wondered as well. Like icon, said it was/is exclusive to only japanese players. Good thing you can play on final mix+

Basically because in all final mix games you can fight extra characters. KH2 you can see the fight between roxas and sora but can't actually fight each other until later.
